POSITION SUMMARY

The Community Health Specialist for Youth Alcohol Prevention will play a key role in strengthening local capacity and infrastructure to prevent alcohol and substance misuse among youth. This position focuses on reducing risk factors and enhancing protective factors that influence alcohol and drug use in Moffat County youth. The Specialist will be responsible for implementing evidence-based and culturally appropriate prevention strategies, fostering community partnerships, and supporting the formation and sustainability of a local youth substance misuse prevention coalition in Moffat County and regionally. 

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

  • A Bachelor’s Degree from an accredited college or university is preferred but not required. Please note that Moffat County Public Health understands that formal education or lack of formal education is not all encompassing. Candidate experience will be taken into consideration when reviewing applications. 
  • A minimum of two years’ experience in each of the following areas is preferred. Please note that we realize that it is possible and probable that an applicant may have gained two years of experience in each of the three areas simultaneously. (i.e., through a single 2-year position).

  • Two years’ experience leading community outreach activities, including recruiting stakeholders, planning, task delegation, troubleshooting, and evaluation of processes, 

  • Demonstrated skills in coalition building, community mobilization, and collaborative problem-solving. 
  • Ability to collect, analyze, and use data to drive program decisions and improvements. 

 

Licenses and Certifications:

  • Valid Colorado Driver’s License

 

ESSENTIAL JOB FUNCTIONS: (All responsibilities may not be performed by all incumbents.)

· Community Capacity Building and Infrastructure Support                                                              

  • Strengthen capacity and infrastructure at the regional and community level to support alcohol and drug prevention efforts among youth.
  • Collaborate with stakeholders, community leaders, and local and regional organizations to mobilize resources and enhance community readiness for substance misuse prevention initiatives, in youth.

· Implementation of Evidence-Based Prevention Strategies

  • Identify, plan, and implement evidence-based prevention strategies and programs that reduce risk factors and bolster protective factors in local communities.
  • Integrate educational and environmental approaches to achieve population-based outcomes.

· Engagement in Strategic Prevention Framework (SPF)

  • Lead the local Strategic Prevention Framework process by conducting community assessments, building capacity, developing implementation plans, evaluating outcomes, and fostering program sustainability.
  • Apply principles of cultural humility to ensure that prevention initiatives are culturally relevant and responsive to the community's needs.

· Local Substance Misuse Prevention Needs Assessment

  • Conduct assessments to determine local needs for substance misuse prevention, focusing specifically on alcohol use among youth.
  • Use data to inform program planning and tailor interventions based on community strengths, needs, and cultural context.

· Coalition Building and Community Collaboration

  • Work with other regional Community Health Specialists to lead a regional substance misuse prevention coalition, dedicated to addressing youth alcohol and drug misuse in Moffat County, and the Northwest region of Colorado.
  • Facilitate coalition meetings, set shared goals, and develop a cohesive action plan to guide the coalition’s work.
  • Collaborate with partners from education, healthcare, law enforcement, and other sectors to foster cross-sector collaboration and shared ownership of prevention efforts.

· Monitoring, Evaluation, and Reporting

  • Develop and maintain metrics to track program progress, effectiveness, and outcomes.
  • Prepare regular reports summarizing achievements, challenges, and lessons learned, and use evaluation findings to adapt and improve prevention efforts.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of techniques and best practices related to community engagement, coalition building and developing community partnerships.
  • Skills to establish and maintain effective working relationships with other MCHD employees, representatives of other agencies/organizations, and community members.
  • Ability to present information in various settings with different stakeholders within the community and region.
  • Equipment - Demonstrated computer proficiency, including internet, email, Microsoft Word, Power Point, and Excel. Must demonstrate ability to learn and become proficient with equipment and software programs as required to effectively and efficiently perform assigned duties. Must have access to quality Wi-Fi if and when working remotely.
