POSITION SUMMARY
Serves as lead worker and performs difficult para professional functions related to assisting the Assessor, conducting property assessment functions; establishing personal property values; and coordinating appraisal functions related to manufactured homes.
MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
Highschool diploma or GED, and;
Three to four years of progressively responsible related experience; or,
Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Licenses and Certifications:
Valid Driver’s License.
Certification of Values Class Certificate.
Abstract of Assessment Class Certificate.
Division of Property Taxation Personal Property Appraisal Class Certificate.
ESSENTIAL JOB FUNCTIONS: (All responsibilities may not be performed by all incumbents.)
Carries out lead worker responsibilities including; training in job skills; assigning and directing work; making recommendations in performance appraisal; and reporting problems to supervisor.
Coordinates and processes various assessment functions, including; compiling and submitting the Certification of Value and Abstract Assessment to all taxing entities and related agencies; tracking and compiling a variety of data from many sources; tracking state assessed values by obtaining value information from the State Division of Property Taxation; compiling data for the printed Abstract of Assessment and mill levy cards; assuring legal notices are submitted to newspaper; maintaining and updating computer database and tax roll; tracking new construction values, demolition values, annexations, inclusions and property values; assuring that levies are received and entered into database; and assuring that required notices are sent to taxpayers.
Prepares complex, routine and non-routine reports utilizing a variety of software; receives, sorts, and summarizes material for the preparation of reports; prepares work reports; develop charts and graphs; prints various reports; relays and interprets administrative decisions, policies and instructions.
Assists in the formulation of the budget, including; making recommendations; maintaining/tracking budget accounts/records throughout year’; balancing and reconciling budget; and attending budget meetings/hearings.
Oversees the retention and/or disposal of records according to the Division or Archives and Public cords.
Balances and processes vouchers for petty cash.
Oversees personal property appraisal functions, including; establishing personal property values for commercial, industrial and residential accounts; updating valuations; contacting owners for additional information; sending personal property declaration forms to appropriate parties; identifying new businesses; developing the annual persona property audit plan; conducting audits; and making decisions/recommendations regarding valuation protests.
Coordinates the processing of information related to manufactured homes, including; processing titles; entering information into computer system; establishing appraisal standards, procedures and values; determining fair market value; and completing required documents.
Organizes and maintains various filing systems.
Composes correspondence in accordance with standard policies; answers various inquiries; explains policies and procedures and arranges appointments; processes orders and updates manuals; processes routine and non-routine matters independently.
Reports administrative and/or operational problems to supervisor.
Performs specialized research and statistical work on assigned subjects for staff and management.
Enters information into a computer terminal; uses the computer system to retrieve a variety of daily, monthly and yearly reports; maintains routine financial records.
IMPORTANT JOB FUNCTIONS:
Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications.
Disseminates a variety of information to various agencies, divisions, or departments via telephone, mail or FAX.
May serve as backup for other positions within the department.
Performs other duties as assigned.
