POSITION SUMMARY
Serves as lead worker and performs backup to Treasurer in all aspects. Performs difficult clerical and administrative functions related to assisting the Treasure, including: collecting and distributing property taxes and other funds; investing funds; and maintaining financial records. Serves as Deputy Public Trustee.
MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
High School diploma or GED; and,
Two to three years of progressively responsible related experience; or,
Any combinations of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Licenses and Certifications:
Notary Public
Valid Colorado Driver’s License or the ability to obtain one.
ESSENTIAL JOB FUNCTIONS: (All responsibilities may not be performed by all incumbents.)
Carries out lead worker responsibilities including: training of other employees in job skills; assigning and reviewing work; and reporting problems to the Treasurer.
Assumes the responsibilities of the Treasurer in his/her absence and assists in the completion of various functions, including: processing abatement and corrections to tax roll; entering information into computer database; transferring funds from bank and investment accounts; assisting in investments; account maintenance; acting as Public Trustee by signing releases, conducting foreclosure sales, etc. in the absence of the Public Trustee; processing vouchers and payments; and coding bills and signing approvals, entering purchase orders on the Munis System.
Completes processes related to department activities, including: processing tax lien certificates; compiling data and requesting reports; processing applications; processing taxes; preparing legal notices and other information for tax lien sale; issuing Treasurer’s Deeds; preparing required notifications too lien holders, owners, etc.; processing redemption from sales; maintaining and updating tax rolls and codes; mailing statements and notices; collecting, verifying, and posting deposits submitted by County departments; preparing an processing permits and title purges; balancing receipts and cash; preparing deposits; preparing certificates of taxes due; preparing and/or reconciling warrants; and preparing records for audit.
Oversees the implementation, collecting, enforcement, and reporting of property taxes.
Directs annual mailing of tax notices to all property owners; oversees and coordinates with staff the annual tax lien sales process and issuance of certificates, endorsements of certificates, and issuance of tax liens deeds.
Responds to verbal and written inquiries on legal and technical subjects per the Treasurer’s directives.
Assists in the formulation of the budget, including: making recommendations, maintaining/tracking budget accounts/records throughout the year; balancing and reconciling the budget.
Assist in preparation of the annual audit; including providing requested data, and assisting the auditors with all requests.
Assists in investment policy revisions and updates.
Interviews, screens, greet visitors and directs them t the appropriate area or individual; may answer various inquiries personally by researching information and/or collecting searches of records; provides information on departmental services and functions.
Prepares complex, routine and non-routine reports utilizing a variety of software; receives, sorts, and summarizes material for the preparation of reports.
Organizes and maintains various records and filing systems.
Composes correspondence in accordance with standard policies; answers various inquiries; explains policies and procedures and arranges appointments; processes orders and updates manuals; processes routine and non-routine matters independently.
Reports administrative and/or operational problems to supervisor.
IMPORTANT JOB FUNCTIONS:
Disseminates a variety of information to various agencies, divisions, or departments via telephone, mail or FAX.
Attends meetings, workshops, and conventions.
May serve as backup for other positions within the department.
Responsible for all bookkeeping activities. Monthly distribution of funds.
County sales and leases; tracking and receipting.
Prepares monthly and semiannual fund reports.
Performs other related duties year-end closeout of computer information: conversion of tax roll and bookkeeping information for the next year.
Meets with Treasurer on confidential personnel matters.
Required to participate in out of town, overnight, or extended stay trips. These trips can be related to educations, meetings, or conferences. Employee will be required and must participate in meetings as deemed appropriate by the Treasurer, or as required by the county.
Performs other duties as assigned.
