POSITION SUMMARY
Performs project management and contract administration in the construction and maintenance of County facilities, roadways, and some utility projects. Manages all aspects of designated projects or programs with county staff, county departments, municipalities, public agencies, and private contractors. Reviews consultant and developer submittals for engineering correctness and assists other departments with engineering issues.
MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
Bachelor's degree from an accredited four-year college or university in a related field; and,
Five to seven years of progressively responsible related experience; or,
Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Licenses and Certifications:
Colorado Drivers’ License
Contractor’s License (desired)
ESSENTIAL JOB FUNCTIONS: (All responsibilities may not be performed by all incumbents.)
Carries out managerial responsibility in accordance with policies, procedures and applicable laws including: interviewing, hiring and training, planning, assigning and directing work; establishing deadlines; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.
Plans, coordinates, assigns, and monitors performance and coaches, counsels, mentors, trains, and advises employees in department for the dual goals of meeting department goals, BOCC goals, and employee career development.
Interprets, develops, communicates, updates and/or monitors ordinances, policies, procedures, and standards for the department and County.
Oversees the preparation of the budget and manages contracts, including: providing accounting of expenditures; preparing and submitting requests/purchase orders for operating, personnel and capital budget; providing and presenting financial information, data, and history to justify requests and to aid in discussions with officials; negotiating contracts; monitoring the work of contractors and assuring that work is done in compliance with contract specifications; assisting with the grant writing process; and participating in related meetings.
Assists the County Commissioners with County strategic planning and budget preparation.
Ensures compliance with organizational policies and relevant Federal, state, and local laws, rules, regulations, codes, and/or statutes.
Provides construction management on large capital projects and provides technical and administrative assistance as needed.
Supervises and/or oversees contractors and survey and engineering consultants on multiple projects as needed or required.
Manages joint projects between local municipalities and state agencies within Moffat County.
Coordinates the preparation of engineering plans and specifications, including drafting and reviewing, on construction projects. Coordinates required advertising for bids, reviews construction bids, and makes necessary recommendations based on lower and best bids, competency of vendors and consultants and the selection criteria.
Prepares and manages request for proposals (RFP) for professional services of Public Works projects and supplies.
Assists Department management in developing long-range plans for major construction projects and establishes cost estimates.
Assists the public and the media with requests for information.
Plans and implements short-term, long-term, or annual goals, objectives, organizational structure, and strategies for the department, projects or programs to ensure efficient organization and completion of work.
IMPORTANT JOB FUNCTIONS:
Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications.
Prepares complex, routine and non-routine reports using a variety of software; receives, sorts, and summarizes material for the preparation of reports; prepares work reports; and relays and interprets administrative decisions, policies and instructions.
Serves as a member of various committees/teams or liaison between parties; collaborates, persuades, and negotiates with others outside own work area to coordinate efforts and maintain cooperative and efficient relations.
Interacts with a variety of high-level individuals, both internally and within the community to provide information; disseminates departmental information and assists in resolving administrative issues.
Provides leadership and direction in the development of short and long-term plans for County departments.
Gathers, interprets, and prepares data for studies, reports, and recommendations.
Performs cost control activities; monitors department budget, revenues, and expenditures to assure sound fiscal control.
Performs procurement of County Capital assets.
Assists County Commissioners with County strategic planning and budget preparation.
Exercises general supervision over contractors as needed or required.
Coordinates activities with other departments, offices, and agencies as needed.
Follows up on inquiries from various agencies, groups, media, etc., regarding department programs and services.
Disseminates a variety of information to various agencies, divisions, or departments via telephone, mail or FAX.
May serve as backup for other positions within the department.
Performs other related duties as assigned.
