POSITION SUMMARY
Performs a variety of complex administrative functions in support of the Youth Services Director and performs case management work with clients of the Juvenile Diversion Program and CET as assigned. Examples of duties include: composing correspondence; coordinating and attending meetings; providing appropriate intervention, through direct and referral services, to a wide range of juvenile offenders; screening and evaluating individuals being considered for admission into the Diversion program; ensuring compliance with the Diversion contract; and providing trial support to the District Attorney for juvenile cases.
MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
- Bachelor's degree from an accredited four‑year college or university in a related field; and,
- Two to three years of progressively responsible related experience; or,
- Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Licenses and Certifications:
- Must possess a valid Colorado driver’s license
ESSENTIAL JOB FUNCTIONS: (All responsibilities may not be performed by all incumbents.)
- Answers telephone, takes messages, screens calls, provides information to callers, and directs calls to and messages to the appropriate person.
- Review and submit recommendations on all juvenile reports to the Director/District Attorney’s office within five (5) working days of receipt.
- Formulates diversion contracts for juvenile diversion participants. Compiles case notes for review by the District Attorney, County Court Judge, and/or District Court Judge. Counsels and advises families and clients regarding compliance requirements.
- Report to the District Attorney’s office on a monthly basis on the progress of each juvenile diversion case.
- Report all major violations of diversion contracts (new crimes, three positive drug tests, five unexcused absences, runaway from home if more than 24 hours or 2nd offense) to the District Attorney’s office for recommendations for sanctions or possible court filing.
- Conducts pretrial interviews for deferred adjudication clients to determine program suitability. Assist families and clients in coordinating and overseeing court proceedings.
- Makes routine and non-routine field visits to clients’ school, work, and extra curricular activities for supervision and compliance purposes.
- Coordinates assigned cases with juveniles, parents, police department, sheriff’s office, community evaluation team, and other necessary agencies for disposition information. Attends necessary meetings as required to monitor cases and conduct follow-up with clients.
- Documents in a timely manner all personal and collateral contacts with clients, parents, school, therapists, etc. as needed to make appropriate modifications when necessary.
- Conducts urine tests as needed and pursues appropriate action based on test information.
- Determines and enforces compliance with appropriate programs, treatment centers, and or other conditions necessary to implement recommended corrective behavior.
- Maintains a professional working relationship and provides assistance where needed with all professional organizations within the juvenile justice system and public. Participates professionally in staff meetings and on teams, as well as trainings and conferences.
- Corresponds with various parties (i.e., offenders’ family, schools, and participating agencies) to document progress in compliance with imposed sanctions.
- Counsels and advises parents regarding client assistance. Maintains community resource information and community agency lists to provide appropriate client assistance.
- Provides intervention and mediation services; including reporting to referral agency and taking custody of juvenile; administering Juvenile Detention Screening and Assessment Guide; coordinate counseling, mediation, and/or other needs through service providers; arranging for placement and transportation; and documenting all activities, resolutions and/or disposition.
- Tracks juveniles placed on pre-adjudication release plans
- Prepares and submits, in a timely fashion, program statistical information and similar reports. These include but are not limited to, daily travel logs, weekly attendance and leave reports, and monthly recidivism reports.
- Attends required court hearings as required if specific to a diversion case.
- Must be available on-call after hours unless prior vacation/coverage has been arranged.
- Attends appropriate training and conferences specific to juvenile issues as assigned by director.
- Participates in interagency meetings in and out of the Moffat County area as assigned.
- Participates on juvenile specific coalitions/boards as assigned by Director.
- Formats and types letters, memos, labels, agendas, notices, reports, or other correspondence on a computer or typewrite and proofs correspondence and related documents to staff.
- Opens, stamps, sorts, and distributes incoming mail; prepares and processes outgoing mail, mass mailings, etc.; determines appropriate routing for correspondence.
- Coordinates and schedules appointments, meetings, or reservations.
- Interacts with a variety of high level individuals, both internally and within the community to provide information, disseminate departmental information, and assist in resolving administrative issues.
IMPORTANT JOB FUNCTIONS:
- Photocopies reports, memos, and other various documents for requesting parties; develops various forms.
- Disseminates a variety of information to various agencies, divisions, or departments via telephone, mail, e-mail or FAX.
- May serve as backup for other positions within the department.
- Performs other related duties as assigned.
