POSITION SUMMARY

Performs a variety of complex administrative and clerical functions associated with the Elections Division, including planning, statutory compliance, and execution of the integrated processes to coordinate, prepare, and dispense all primary, general, coordinated, and other special elections within the county.  Responsible for bookkeeping within the Clerk & Recorder’s Office and minute taking for the Board of County Commissioner’s meetings.  Performs as backup for a variety of administrative and clerical functions associated with the Clerk & Recorder’s Office functions, including, but not limited to:  processing motor vehicle transactions, issuing marriage licenses, and processing business transactions.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

  • High School diploma or GED; and,
  • Three to four years of progressively responsible related experience; or,
  • Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Licenses and Certifications:

  • Notary Public
  • State Election Official Certification (within one year of employment)

ESSENTIAL JOB FUNCTIONS: (All responsibilities may not be performed by all incumbents.)

Processes Elections Division transactions, including, but not limited to: entering information into a computer system; researching current and historical data; mailing information; maintaining inventory and orders election equipment and supplies; prepares election judges payroll, requisitions, and purchase orders; completes mandatory background checks; ensures the County website is current and correct pertaining to election information; and conducts election judge recruiting and training, including assisting in the development of ongoing education for voters, candidates, media, and election judges, which includes student judge training and kids voting programs.

Works with the County Clerk & Recorder to implement the mission, vision, and core values of the Clerk & Recorder’s Office and aligns the goals, activities, and tasks of the Elections Division. 

Plans, coordinates, and leads the functions of the Elections Division of the Clerk & Recorder’s Office.  Exercises direct and indirect supervision of election judges.

Ensures compliance with Colorado Revised Statutes, applicable election laws, Secretary of State Election Rules, and Moffat County Policy.

Answers telephone, takes and delivers messages, directs callers to appropriate staff and/or office.  Receives, opens, date stamps, and routes incoming mail.

Maintain and update voter master file, including all cancellations, purge voters, transfers and deceased list from Secretary of State’s Office.

Oversees the Conduct of Election Setup and produces various reports for the State of Colorado, public, municipalities, and special districts.

Oversees the architecture of election preparation and tabulation, which includes, but is not limited to:

  • Educates candidates who are seeking elected office and assists with filing reports as required by the Fair Campaign Act.
  • Participates in political party organization and party caucus rules and regulations.
  • Maintains current election calendar.
  • Verifies and mails TABOR notice.
  • Determines method of voting, ballot content, and order.
  • Defines and assigns ballot set-up and text for each precinct and ballot style.
  • Processes access to ballot by candidate nominations, petitions, recalls, vacancies, or write-in candidates.
  • Maintains the required security for election processes and ballots in accordance to the Secretary of State’s Rule 43.
  • Publishes and mails notice of election(s).
  • Preserves custody of voting system and performs logic and accuracy tests.
  • Complies with Federal election requirements regarding affidavits of eligibility-watchers-poll books-preparing to vote-disabled election assistance-non-English speaking voters.
  • Processes election returns and releases certification of results released to the public and to the media.
  • Compiles the survey of results and certifies the canvas of election.
  • Archives election data and history, which includes historical reports.

Participates in re-districting after census with County Clerk & Recorder, Board of County Commissioners, and party Chairmen.

Oversees the implementation of Federal Government, Colorado Department of State (CDOS), Election Assistance Commission (EAC), National Voter Administration Act (NVRA), and Help America Vote Act (HAVA) rules and regulations, programs, and policies to compliance with laws.  Maintains statistics and reports for National Voter Registration Act, Help American Vote Act, and Election Assistance Commission.

Reviews official directives and correspondence to ascertain such data and changes prescribed in agency programs, policies, and procedures and new assignments or responsibilities delegated to the office.  Informs and interprets laws, codes, programs, policies, and procedures.

Performs various bookkeeping functions, including:  preparing vouchers, invoices, checks, account statements and other records; reviewing information for accuracy; computing, receiving, and depositing revenue; determining proper account codes; distributing and depositing monies; journal entries; posting and balancing general ledger entries; reconciling and balancing various accounts; preparing trail balances; performing monthly and year-end closing functions; reviewing transactions to ensure conformance to rules, regulations, and procedures; researching accounting problems or questions; correcting errors; reviewing computer information and comparing to manual ledgers; and notifying overdue accounts and requesting payments. 

Performs minute taking functions for the Board of County Commissioner meetings, including: attending Board of County Commissioner meetings; recording of the meeting for public record and proper storage of recording for the required retention period; creation of the minutes through attendance and review of the recording; notarizing necessary paperwork signed in the meeting; and distribution of materials addressed/approved in the meeting.

IMPORTANT JOB FUNCTIONS:

  • Assists with the responsibility for historical preservation and for maintenance, storage, and/or destruction of elections records for which the County Clerk & Recorder is responsible.
  • Photocopies reports, memos, and other various documents for requesting parties; develops various forms.
  • Disseminates a variety of information to various agencies, divisions, or departments via telephone, mail or FAX.
  • May serve as backup for other positions within the department.
  • Performs other related duties as assigned.
