POSITION SUMMARY
Manages, supervises and performs the maintenance, repair and construction of countywide buildings, and grounds through planning and implementation of programs, processes and department policies; plans, organizes, directs, and manages assigned projects and programs in compliance with applicable codes, regulations, and standards; oversees the investigation and resolution of requested building and grounds services and repairs, including difficult plumbing, mechanical, electrical, carpentry, fire prevention, security system, building access, and landscaping issues requiring knowledge of, and skill in, specialized trades; assists in the development and administration of operating and/or project budgets; and performs other related duties as assigned.
SUPERVISION EXERCISED:
MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
- High School diploma or GED; and,
- One to two years of progressively responsible related experience; or,
- Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
- Vocational technical training in the fields of facilities maintenance and operations, construction project administration/management and estimating, and energy efficiency highly preferred.
- Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying.
Knowledge of:
- Principles and practices of personnel management, supervision, and leadership.
- Federal, state, and local laws and regulations pertaining to building and grounds construction, maintenance, repair, and safety.
- Project management of construction and maintenance projects.
- Principles and methods of organizational planning and analysis.
- Advanced principles and practices of customer service.
- Advanced methods and equipment applicable to the construction, maintenance and repair of plumbing, mechanical, electrical, carpentry, fire prevention, security, irrigation, and other systems.
- Occupational hazards and safety practices applicable to building and grounds maintenance and repair work.
- Standard office practices, procedures, and equipment, including the use of personal computers and business software.
Ability to:
- Understand, interpret, and apply legal codes, regulations, and standards pertaining to county maintenance operations.
- Read, understand, interpret, apply and explain a variety of information pertaining to building and grounds maintenance, repair, and construction, including complex codes, regulations, and standards as well as landscape and building plans.
- Organize and prioritize assignments for self and others.
- Plan and manage construction projects, including design and development of drawings and specifications, cost estimating, project planning and scheduling, and budgetary compliance.
- Troubleshoot and resolve complex building and grounds issues in accordance with applicable codes, regulations, or other requirements.
- Research, analyze, and make effective recommendations pertaining to maintenance-related practices, procedures, and problems, upgrades, and enhancements to improve maintenance operations.
- Exercise independent judgement, discretion, and initiative within limits of authority.
- Gather, organize, and analyze data and exercise critical and analytical thinking to analyze complex problems and recommend appropriate solutions.
- Prepare reports and documents, making recommendations in a logical, comprehensive, and concise manner.
- Operate standard office equipment such as personal computers, copiers, scanners, fax machines, calculators, and phone system.
- Perform accurate mathematical and financial calculations.
- Utilize standard business software, including word processing, spreadsheet, database, Internet, and email programs.
- Communicate clearly and effectively, both orally and in writing.
- Establish and maintain effective working relationships with those contacted during work, including customers, co-workers, other county employees, and the general public.
Licenses and Certifications:
- Valid Colorado Driver’s License
- Safe driving record is required at the time of appointment and throughout employment.
ESSENTIAL JOB FUNCTIONS: (All responsibilities may not be performed by all incumbents.)
The duties listed below represent the various types of work that may be performed. The omission of specific duties does not prevent the assignment of work that is appropriately related to this class.
- Supervises and motivates subordinate staff performing unskilled, semi-skilled and/or skilled maintenance and custodial work; plans, schedules, assigns, directs, and evaluates staff work; ensures that staff adhere to County and departmental policies and procedures as well as legal requirements; ensures that staff adhere to safety requirements and receive appropriate job-related training; promotes teamwork and skill development; initiates corrective and disciplinary actions as needed; participates in staff hiring processes.
- Supervises countywide grounds and landscaping maintenance projects to ensure a professionally landscaped appearance around county buildings, monuments, and landmarks; manages and supervises and directs snow removal operations as well as the maintenance and repair of outdoor fields, parking lots, and irrigation systems.
- Oversees the ordering of equipment, materials, and supplies required to complete assigned projects and maintains appropriate materiel and supply inventories; and provides for timely replacement of building systems and equipment.
- Assists in the development and administration of operating, capital improvement, and/or project budgets; reviews and monitors expenditures for compliance with budget requirements; approves invoices for payment.
- Manages and ensures accurate and appropriate recordkeeping for areas of assignment.
- Uses a computer to maintain files and records, prepare correspondence, research information, and prepare various documents and reports.
- Schedules and attends meetings, classes and trainings.
- Schedules, directs, and supervises routine maintenance and general support work such as removing snow and ice during winter months, unloading delivery trucks, delivering and/or picking up items at other locations, and performing routine maintenance or repairs on a variety of motorized tools, equipment, and vehicles.
- Initiates, process, and/or approve various personnel or payroll-related documents.
- Manages special projects as assigned.
- Performs other related duties as assigned.
