POSITION SUMMARY
Responsible for overseeing the efficient and effective financial operation of all departments under the organizational structure of Moffat County Board of County Commissioners and in coordination with other Elected Officials, including long and short range planning, budget development, and overall financial condition. Manages all finance department staff and all complex fiscal functions, including: preparing the budget; reviewing various accounting reports; administering funds and billings; approving expenditures; developing and implementing policies and procedures; preparing analysis and overseeing department deposits; auditing and analyzing internal controls as examples.
MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
Bachelor’s degree from an accredited four-year college or university in a related field; and,
Five to seven years of progressively responsible related experience; or,
Any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

ESSENTIAL JOB FUNCTIONS: (All responsibilities may not be performed by all incumbents.)
Carries out supervisory/managerial responsibility in accordance with policies, procedures, and applicable laws, including: interviewing, hiring and training; planning, assigning, and directing work; establishing deadlines; appraising performance; rewarding and disciplining employees; coordinating developing, and approving staff training; and addressing complaints and resolving problems.
Plans, coordinates, assigns, and monitors performance and coaches, counsels, mentors, trains, and advises employees in department for the dual goals of meeting department goals, BOCC goals, and employee career development.
Audits and analyzes organizational internal control procedures and defines responsibilities for staff.
Ensures that all ordinances, orders of the Board of County Commissioners, and all laws of the State subject to enforcement are executed.
Reports annually to the Board of County Commissioners and to the citizens of Moffat County, on the state of County finances, the work of the previous year, recommendations for action, or programs for improvement of the County and the welfare of its residents.
Serves as the Finance Director to the Moffat County Housing Authority.
Prepares and submits the annual operating budget and capital improvements program to the Board of County Commissioners and executes the budget and capital programs in accordance with appropriations and ordinances enacted by the Board and state statute. Oversees and processes information related to the budget, including: developing preparation policies and procedures; establishing deadlines and schedules; forecasting revenues; checking and verifying department budget entries and reviewing requests; working with departments to correct/amend budget submission; providing and presenting financial information, data, and history to aid in discussions with officials, managing the preparation of special budgets; assembling the budget document; participating in budget hearings; filing appropriations; and managing the reproduction and distribution of the budget document.
Guides County Department Heads and Elected Officials in the development of long-range operating and capital improvement budgets.
Serves as a resource person to County departments and the general public regarding the County finances or finance related issues. Provides advices and recommendations on County financial operations to the Board of County Commissioners.
Develops design and format of the published proposed and final budget documents and budget in brief, including: illustrations of statistical information through narratives, tables, and graphs; analysis of funds, revenues, expenditures, programs and capital plan; explanation of the process for preparing, reviewing, adopting, and amending the budget; description of the achievements and goals related to budgetary spending; identification and report of performance measurements. Ensures that the document fulfills the requirement to be a policy document, an operational guide, a financial plan, and a communications device.
Reviews and advises the Board of County Commissioners with regard to the financial condition of the County and recommends such measures deemed necessary for the health, safety, and welfare of Moffat County or for the improvement of the affairs of the County.
Interprets, develops, communicates, updates, and monitors policies and procedures to include Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB); recommends improvement when necessary; and writes/revises same.
Ensures quality standards and compliance with regulations are maintained.
Coordinates annual audit and cost allocation process; provides direction to staff in completing all reports, general ledger account analyses, and reconciliation’s necessary for the completion of the audit and cost allocation field work; works directly with the auditors in resolving variances and determining appropriate adjustments to the County’s financial records; reviews, suggest revisions, and submits the audited financial statements and cost allocation plan to the Board of County Commissioners.
Directs administration of State and Federal grants; assures compliance with all grant provisions including without limitation to applicable state and federal regulations.
Manages the cash position of the County; advises the County Treasurer on amount and timing of money transactions and investments.
Conducts internal operational audits and develops cost analysis of County operations to provide recommendations for improved operational efficiencies and increased productivity.
Assists staff in the use of various types of computer software.
IMPORTANT JOB FUNCTIONS:
Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications. Prepares complex, routine, and non-routine reports utilizing a variety of software; receives, sorts, and summarizes material for the preparation of reports; prepares work reports. Serves as a liaison and/or member of various committees, boards, and/or teams and collaborates, persuades, presents reports to and negotiates with others outside own work area to coordinate efforts and maintain cooperative and efficient relations. Interacts with a variety of high-level individuals, both internally and within the community to provide information and disseminate departmental information. Follows up on inquiries from various agencies, groups, media, etc., regarding department programs and services. Disseminates a variety of information to various agencies, divisions, or departments via email, telephone, mail, or FAX. May serve as backup for other positions within the department. Performs other related duties as assigned. |
