POSITION SUMMARY

Assists the Development Services Director in administration and management of grounds functions. Manages staff and performs a variety of groundskeeping duties across all Moffat County properties, including: overseeing the operations of planting, pruning, and cultivating of trees, shrubs, and flowers, and the seeding, fertilizing, mowing, and trimming. The Grounds Operations Supervisor supervises the removal of snow, ice, leaves, fallen branches, other weather-generated debris, trash, and instructs groundskeepers in the proper use of tools and equipment.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

  • High School diploma or GED; and

  • Four to five years of progressively responsible related experience; or,

  • Any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

 

Licenses and Certifications:

  • A Valid Colorado Driver's License to drive. 

Other Requirements:

Satisfactory Completion of each of the following:

  • Background investigation

  • Pre-employment Drug Test

  • Able to provide Motor Vehicle Record (MVR) and meet standards of Moffat County’s MVR policy. 

  • Meet driver qualifications for Moffat County’s Motor Vehicle Policy.    

ESSENTIAL JOB FUNCTIONS: (All responsibilities may not be performed by all incumbents.)

  • Carries out managerial responsibility in accordance with department policies, procedures, and applicable laws including: interviewing, hiring and training, planning, assigning and directing work; establishing deadlines; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.

  • Plans, coordinates, assigns, and monitors department performance and coaches, counsels, mentors, trains, and advises employees in department for the dual goals of meeting department goals, BOCC goals, and employee career development

  • Interprets, develops, communicates, updates, and/or monitors ordinances, policies, procedures, reports, and standards for the department and County.

  • Plans and implements short-term, long-term, or annual goals, objectives, organizational structure, and strategies for the department, projects, or programs to ensure efficient organization and completion of work.

  • Manages contracts, including: providing accounting of expenditures; preparing and submitting requests/purchase orders for operating, personnel, and capital budget; providing and presenting financial information, data, and history to justify requests and to aid in discussions with officials; negotiating contracts; monitoring the work of contractors and assuring that work is done in compliance with contract specifications; assisting with the grant writing process and negotiating of contracts; and participating in related meetings when needed.

  • Coordinates maintenance of grounds including: assuring code compliance; developing preventive maintenance and cleaning schedules; and maintaining operating materials, records, equipment, and tools.

  • Ensures that Moffat County grounds are attractive and well-kept by planning work assignments and actively supervising the quality of the groundskeeping services. 

  • Assures established standards are achieved by regularly inspecting the work of grounds personnel, directing corrective measures to be taken when necessary and appropriate, and conducting and coordinating the training of staff in the safe and proper operation of all tools and equipment. 

  • Provides for a safe environment by supervising and coordinating the removal of snow, ice, fallen branches, other weather-generated debris, and trash from all Moffat County properties.

  • Ensures that the groundskeeping personnel have the equipment and supplies necessary to perform their duties by estimating the types and amounts of materials and equipment needed for specific groundskeeping projects, ordering or contracting for their purchase, issuing the material and equipment to groundskeepers, and tracking and recording their use. 

  • Trains grounds personnel, or oversees training, on how to properly perform grounds services, including operation of equipment, safe use of chemicals, and customer interface and encourages the exercise of initiative by fostering pride in maintaining the grounds of all Moffat County properties to the highest department standards. 

  • Tracks work assignments and special duties, including seasonal grounds maintenance plans, preventative maintenance plans, and snow removal plans, and supervises planting, pruning, cultivating, seeding, and fertilizing of all Moffat County grounds. 

  • Helps to assure that work is completed within budgetary constraints by assisting as needed in tracking and monitoring the use of labor and supplies. 

  • Advises the Director of Development Services of the condition of all Moffat County grounds by conducting inspections of these areas, inspecting the work of grounds personnel and reporting problems to the Director, reporting the results of the inspections with particular emphasis on needed repairs, and reporting safety issues. 

  • Evaluates vendor pricing, negotiates purchase price, and acquires supplies and equipment; maintains inventory levels.

  • Oversees the work of contractors; assure work conforms to bid specifications.

  • Performs ground maintenance duties, including: shoveling snow; de-icing sidewalks; maintaining sprinkler systems; mowing grass; trimming shrubs; maintaining parking lots and sidewalks; and repairing handrails, doors, etc.

  • Can perform various building maintenance functions when needed, including: maintaining roofs, drains, gutters, etc.; cleaning and maintaining flooring; framing, finishing, and painting walls; and running electrical and computer wiring and cables.

Other Duties/Responsibilities

  • Prepares complex, routine, and non-routine reports using a variety of software; receives, sorts, and summarizes material for the preparation of reports; prepares work reports; and relays and interprets administrative decisions, policies, and instructions.

  • Performs other related duties as assigned and may serve as backup for Building Operations Supervisor.

  • Operate various equipment and tools for groundskeeping and snow removal. 

  • Inspect grounds regularly to identify repair needs and recommend improvements 

Mental and Physical Abilities:                             

  • Operate various equipment and tools for groundskeeping and snow removal. 

  • Ability to read and interpret documents such as operation and maintenance instructions, procedure manuals, and so forth.

  • Ability to understand and carry out written and oral instructions, giving close attention to detail and accuracy.

  • Ability to effectively supervise staff and delegate authority to staff. Ability to establish and maintain effective working relationships with others.

  • Ability to draft and type correspondence.

  • While performing the essential functions of this job, the incumbent is regularly required to sit; use hands to finger, handle, or feel objects; ascend and descend stairs; maintain body equilibrium to prevent falling when walking, standing, and crouching on narrow, slippery or erratically moving surfaces; move about on hands and knees; bend body downward and forward, requiring full use of the lower extremities and back muscles; reach with hands and arms; speak and hear; and push, pull and/or lift 10‑25 pounds frequently and up to 50 pounds occasionally.

Working Conditions:

  • Work is performed in a normal office environment and in the field exposing the employee to outside atmospheric conditions; conditions such as possible bodily injury from moving mechanical parts of equipment, tools, or machinery, falling from high, exposed places, electrical shock, and/or toxic or caustic chemicals.

  • The incumbent's working conditions are typically moderately quiet to moderately loud, depending on location.

  • Working time may require irregular hours, shift times, and/or on-call status.

  • Requirement to wear department uniforms.
