POSITION SUMMARY
MINIMUM QUALIFICATIONS REQUIRED:
Department director responsible for directing all human resources staff and human resources functions, including long and short range planning, budget development, and staff management. Department is responsible for administering human resources and risk management functions, including classification and compensation, employee relations, employee transactions, benefits administration, recruitment, and assisting in hiring and training in relation to human resources and risk management for all County departments. The Department director guides and manages the overall provisions of Human Resources and Risk Management services, policies, and programs in accordance with the employee handbook, applicable county policies and procedures, and applicable laws
Education and Experience:
Bachelor’s degree from an accredited four-year college or university in a related field; and,
Five to seven years of progressively responsible related experience; or,
Any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
ESSENTIAL JOB FUNCTIONS: (All responsibilities may not be performed by all incumbents.)
Carries out managerial responsibility of the department in accordance with the employee handbook, policies, procedures, and applicable laws, including: interviewing, hiring, training, planning, assigning, and directing work; establishing deadlines; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Plans, coordinates, assigns, and monitors department performance and coaches, counsels, mentors, trains, and advises employees in the department for the dual goals of meeting department goals, BOCC goals, and employee career development.
Manages the maintenance of employee records, including: maintaining a centralized file system; developing records retention schedules; coordinating destruction of records; implementing and maintaining employee information systems/databases; managing data entry of personnel information, personnel actions, records changes, etc.; tracking Family and Medical Leave Act (FMLA) leave usage and employee eligibility; and maintaining employee information as related to various human resources programs.
Interprets, develops, communicates, updates and/or monitors policies, procedures, and standards for the department and County, in relation to human resources and risk management; recommends improvement when necessary; works with departments and elected offices to correct non-compliance areas; works with departments/elected officials to ensure compliance with the same.
Oversees the preparation of the department budget and manages department contracts, including: providing accounting of expenditures; preparing and submitting requests/purchase orders for operating, personnel and capital budget; providing and presenting financial information, data, and history to justify requests and to aid in discussions; negotiating contracts; monitoring the work of contractors/vendors and assuring that work is done in compliance with contract specifications; assisting with the grant writing process; and participating in related meetings. Coordinates with the Finance Department on personnel budget matters.
Coordinates and manages employee benefit programs, including: providing input and recommendations concerning additions, deletions, and/or revisions to programs; serving as a member of benefit committees/boards; assuring that programs meet legal requirements; working with vendors, third-party administrator, etc.; creating bid requests, summarizing proposals, and making recommendations for bid awards; monitoring workers' compensation claims; and monitoring unemployment claims.
Compiles and prepares data at the request of the County Attorney or other legal counsel as directed by the Board of Commissioners.
Identifies and analyzes staff training and development needs; plans cost effective training activities to meet organizational needs.
Manages and maintains compensation and evaluation systems; ensures consistency and legal compliance of programs/systems.
Reviews human resources and employee performance issues, including: meeting with elected officials, department directors, supervisors, employees, etc., to discuss issues; assisting with and/or writing directives; reviewing employment history; assisting in determining policy violations; recommending problem resolutions; and reviewing disciplinary actions for compliance with the handbook, policies, procedures, applicable laws, and consistencies. If an employee has a complaint about treatment by a
Department Head or an Elected Official, the Director of Human Resources shall direct that employee to discuss the matter with the employee’s Department Head or Elected Official, unless the complaint might be considered harassment, discrimination, or a similar serious allegation. If harassment, discrimination, or other serious allegations are reported to Human Resources, the Director shall immediately report such claims to the County Attorney and/or the BOCC.
Risk Management functions, including: ensuring the County maintains adequate insurance protection; manage general liability and automobile liability claims; develop policies and procedures to implement risk management and loss control programs; work closely with Elected Officials/Department Heads to ensure consistency with County policies while maintaining compliance with all laws and regulations; identifying the major sources of risk to the County; maintaining necessary records in relation to risk management; and providing support and guidance to Elected Officials/Department Heads regarding risk management issues. Develops and presents programs to employees to prevent harassment or discrimination and to promote safety for employees and the public.
Manages recruitment functions, including: creating and posting job advertisements; assisting Elected Officials/Department Heads in developing and approving interview questions; composing notification to applicants not selected; and answering applicant questions.
Monitors current, newly adopted, and proposed legislation, rules, and regulations in relation to human resources and risk management and disseminates information to department officials and staff regarding same.
Plans and implements short-term, long-term, or annual goals, objectives, and strategies for the human resources department, projects or programs to ensure efficient organization and completion of work.
Ensures quality standards and compliance with regulations are maintained.
IMPORTANT JOB FUNCTIONS:
Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications.
Prepares complex, routine, and non-routine reports utilizing a variety of software; receives, sorts, and summarizes material for the preparation of reports; prepares work reports.
Serves as a liaison and/or member of various committees, boards, and/or teams and collaborates, persuades, presents reports to and negotiates with others outside own work area to coordinate efforts and maintain cooperative and efficient relations. Interacts with a variety of high level individuals, both internally and within the community to provide information; disseminates departmental information and assists in resolving administrative issues.
Follows up on inquiries from various agencies, groups, media, etc., regarding department programs and services.
Disseminates a variety of information to various agencies, divisions, or departments via telephone, mail, or FAX.
May serve as backup for other positions within the department.
Performs other related duties as assigned. |
