POSITION SUMMARY

The Social Services Director administers, supervises, and directs the Department of Social Services (DSS) under the supervision and direction of the Board of County Commissioners. 

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

Bachelor’s degree from an accredited four-year college or university in a related field; and,

Five to seven years of progressively responsible related experience; or,

Any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

ESSENTIAL JOB FUNCTIONS: (All responsibilities may not be performed by all incumbents.)

Oversees the delivery of federal, state, and county social services programs including but not limited to child protection, youth in conflict, adoption, foster care, core services, adult protection, fiscal functions, Medicaid, TANF, Old Age Pension, Aid to the Needy Disabled, Low Income Energy Assistance Program, Food Assistance, and USDA Commodities.

Carries out responsibilities in a manner that ensures that the Department is in compliance with federal, state, and county policies, procedures, and laws. 

In compliance with the practices and directives of the Moffat County Human Resources Department:  is responsible for hiring, training, appraising performance, rewarding, disciplining, assigning and directing work, addressing complaints, and resolving problems.

Plans and implements long and short range goals, objectives, and Departmental direction to deliver services and benefits in an optimum manner.

Is responsible for maintaining a system that organizes employees work schedules in such a way that employees are accountable for attendance and work, the structure assures public access to services, i.e., coverage of service/benefit areas, that optimizes employee efficiency and satisfaction, that is considerate of other employees, and that optimizes service/benefit delivery. 

Seeks and follows direction from the Board of County Commissioners.

Consults with the Colorado Department of Human Services, Health Care Policy and Finance, and other state agencies for law, rule, and policy information. 

Oversees and participates in preparing the Social Services Department Budget.

Is responsible for fiscal management that maintains fiscal soundness, maximizes reimbursement to the county from other entities, and ensures that expenditures are within the law, rules, and regulations.

Oversees and/or prepares Social Services Department policies and procedures to clarify and maximize the Department’s operation in delivering services and benefits within applicable laws, rules, and regulations.

Solicits, negotiates, and authorizes contracts for services and/or purchases of service; supervises contract performance.

Collaborates with other agencies to maximize service/benefit delivery to clients.

Prepares and/or reviews and compiles routine and non-routine reports and analysis utilizing a variety of software; receives, sorts, and summarizes material for the preparation of reports; prepares work reports; relays and interprets administrative decisions, policies and instructions.

Serves as a liaison and/or member of various committees, boards, and/or teams and collaborates, persuades, presents reports to and negotiates with others outside own work area to coordinate efforts and maintain cooperative and efficient relations.

Ensures quality standards and compliance with regulations are maintained.

IMPORTANT JOB FUNCTIONS:

Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications.

Participates in state associations and serves on state committees that inform county operation, further service/benefit delivery to clients, educate the director to the county’s benefit, and add Moffat County’s view to influence district or statewide legislation, rules, or other actions. 

Interacts with a variety of high level individuals, both internally and within the community to provide information, disseminate departmental information and assist in resolving administrative issues.

Follows up on inquiries from various agencies, groups, media, etc., regarding department programs and services.

Disseminates a variety of information to various agencies, divisions, or departments.

May serve as backup for other positions within the department.

Performs other related duties as assigned.
