POSITION SUMMARY

Performs a variety of routine and complex technical and professional assessments for Planning and the Airport including:  processing current planning and airport development and review proposals. Examples of functions include: administering zoning, subdivision, and land use regulations; coordinating meetings and hearings; compiling planning and airport data in order to develop reports and recommendations.  Assists the Development Services Director with project management, procurement, and management of all related department functions.

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

Bachelor's degree from an accredited four-year college or university in a related field; and,

Two to three years of progressively responsible related experience; or

Any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Licenses and Certifications:

AICP (desirable)

ESSENTIAL JOB FUNCTIONS: (All responsibilities may not be performed by all incumbents.)

Administers zoning, subdivision, and other land use regulations, including: reviewing and processing applications, interpreting regulations, proposing amendments; reviewing and analyzing sketch, preliminary and final plats; and assisting with enforcing code requirements.

Assists the Development Services Director as needed with the procurement of capital assets and construction management including riding RFPs, contracts, and supervision of contracts and subcontractors.

Assists the Planning Commission, the Craig/Moffat County Airport Advisory Board, and the Board of County Commissioners in determining plans and implementing short-term or annual goals, objectives, and strategies for the department, projects, or programs to ensure efficient organization and completion of work.

Writes, reviews, and assists with the adoption process for proposed ordinances, regulations, and development procedure revisions in line with stated public, Planning Commission, Craig/Moffat County Airport Advisory Board, and the Board of County Commissioners.  Provides research to the Planning Commission, Craig/Moffat County Airport Advisory Board, and Board of County Commissioners on planning issues.  Coordinates Planning Commission and Craig/Moffat County Airport Advisory Board meetings and hearings; prepares agendas and takes minutes.

Confers with the general public to identify planning issues and priorities for agricultural, residential, commercial, industrial, and other land usages.  Provides information to developers and the public concerning planning regulations and their application.

Revises current zoning maps.

Administers the daily operation of the Airport to include handling complaints with Airport service or personnel; works closely with federal and state aviation committees and departments that generate rules and regulations for all aspects of Airport business and security; monitors Airport employees and outside vendors, businesses, and lessees to ensure that they are in compliance with aviation regulations and security procedures; implements and ensures that employees are correctly trained on all Airport procedures including emergency responses; and work with the Airport Engineers on grants, projects, and airport operations.

Assists the Development Services Director with the preparation of the department budget, including: submitting requests for operating; providing and presenting financial information, data and history to justify requests and aid in discussions with officials; and participating in budget hearings.

Interprets, develops, communicates, updates, and/or monitors planning issues and related policies and procedures; recommends improvement when necessary; and writes/revises same.

Answers phone; determines nature and priority of calls; provides information to callers; receives citizen complaints; and directs calls and messages to appropriate staff members.

Prepares and/or reviews complex, routine, and non-routine reports and analyses utilizing a variety of software; receives, sorts, and summarizes material for the preparation of reports.

Serves as a liaison and/or member of various committees, boards, and/or teams and collaborates, persuades, presents reports to, and negotiates with others outside own work area to coordinate efforts and maintain cooperative and efficient relations.

Ensures quality standards and compliance with regulations are maintained.

Interprets, develops, communicates with the public, updates, and/or monitors addressing issues.

IMPORTANT JOB FUNCTIONS:

Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications.

Interacts with a variety of high-level individuals, both internally and within the community to provide information, and disseminate departmental information.

Follows up on inquiries from various agencies, groups, etc., regarding department programs and services.

Disseminates a variety of information to various agencies, divisions, or departments via telephone, mail, or FAX.

May serve as backup for other positions within other county departments.

Performs other related duties as assigned.
