POSITION SUMMARY

The Veterans Service Officer (VSO) supports and advocates for Moffat County veterans and their eligible family members by helping them navigate and apply for a wide range of benefits, including compensation, healthcare, education, and housing. This role combines technical knowledge with compassionate service to ensure clients receive the support they are entitled to. The VSO works independently to manage cases, submit claims, coordinate services, and connect veterans to local, state, and federal resources.

MINIMUM QUALIFICATIONS REQUIRED:

(Any combination of experience and education that would likely provide the required knowledge, skills and abilities as determined by Moffat County may be substituted for the following requirements.)

Education and Experience:

  • At least one (1) year of administrative or customer-facing experience; experience with veteran services
  • Preferred Experience/Skills: Experience working with databases, electronic forms, and maintaining confidential records. Knowledge of veteran benefits systems and programs is preferred.
  • Ability to gain certification in utilization of the Veterans Benefits Management System (VBMS) within one (1) year of employment.

Licenses and Certifications:

  • Must be an honorably discharged U.S. military veteran.
  • Must possess a valid Colorado driver’s license.
  • Must obtain certification through the Colorado Division of Veterans Affairs within one year of hire.

ESSENTIAL JOB FUNCTIONS:

Client Services & Benefits Coordination

  • Guide veterans, their families, and eligible clients through the process of applying for benefits such as compensation, pensions, healthcare, education, housing, and vocational programs.
  • Act as an advocate to help clients understand their entitlements and ensure they receive the maximum benefits available.
  • Refer clients to additional local, state, or federal programs and community resources, including collaborating with our internal departments here at Moffat County to get the best possible services for the veteran.
  • Arrange or coordinate transportation for veterans to medical or benefits-related appointments as needed.

Compliance, Grant Management & Recordkeeping

  • Maintain detailed case documentation in alignment with privacy regulations and utilizing specialized state data systems and other tools.
  • Ensure all activities comply with federal, state, and county regulations, including HIPAA and confidentiality requirements.
  • Stay current with legislation and procedures that impact veteran benefits and service delivery.
  • Prepare reports for the Colorado Division of Veterans Affairs and Board of County Commissioners, including data summaries and updates on client services.
  • Write and administer grant applications and funding for veteran support programs, including transportation and assistance funding.

Community Outreach & Public Engagement

  • Build and maintain relationships with local veteran service organizations, businesses, and agencies to support outreach and partnership opportunities.
  • Create and distribute newsletters or informational materials highlighting veteran benefits and available services.
  • Participate in community events and attend veteran-related meetings, task forces, or committees as a representative of the County.
  • Promotes veteran-owned businesses and employers with strong veteran hiring practices supporting them when possible.

Administrative Support & Special Projects

  • Draft letters, reports, and other correspondence; maintain accurate records using standard office software and databases.
  • May support or coordinate volunteer programs, community events, or department-led initiatives.
  • May provide informal guidance or training to new staff, interns, or volunteers supporting the program.

Required Physical Activities:

While performing the essential functions of this job the employee is frequently required to reach, grasp, finger, stand, sit, walk, talk and hear; occasionally required to lift and/or move up to 15 pounds. Specific vision abilities required by this job include close vision, color vision, depth perception, peripheral vision, and ability to adjust focus.

Work Environment:

Work is primarily performed in a standard office environment. Extended periods of sitting are required.

Work Hours:

  • Regular Part Time position- 20 hours per week- Not to exceed 20 hours.
  • Standard operating hours vary 

Required Travel:

Travel within and occasionally outside the County is required for client visits, training, and regional collaboration.

Technology and Equipment:

This position requires the use of standard office equipment and software, including database systems for veterans’ claims, word processing, spreadsheets, and email. May require use of state and federal electronic systems for benefits applications.
