POSITION SUMMARY

Performs a variety of beginning to moderately difficult case management functions associated with eligibility determinations and child support establishment and enforcement, including: interviewing; gathering financial date; explaining rules and regulations; determining eligibility and benefits; initiating cases; maintaining and updating case information; developing and interpreting legal documents; performing other functions to assist clients in attaining self-efficiency

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

  • High School diploma or GED; and,

  • Three years as a Self Sufficiency Case Manager, prefer two years with Moffat County Department of Social Services; or, 

  • Any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. 

Licenses and Certifications:

  • Valid Colorado Driver’s License or the ability to obtain one. 

ESSENTIAL JOB FUNCTIONS: (All responsibilities may not be performed by all incumbents.)

  • Work is performed under close to moderate supervision as appropriate to the experience and step progression with periodic review by the manager and/or lead worker for accuracy and conformity with program regulations and procedures. 

  • Performs program case reviews as required by rule and/or policy.

  • Identifies training needs, develops training plans for staff, provides training directly, and assigns training tasks to Case Managers as appropriate 

  • Acts as a backup for Self Sufficiency Manager, other Lead Case Managers, and Self Sufficiency Case Managers as needed.

  • Participates in state task groups as assigned.

  • Oversees activities for claims, recoveries, fraud, and contempt.

  • Performs necessary ledger adjustments.

  • Performs administrative reviews. 

  • Monitors business processes, seeks staff input, and makes recommendations for modifications. 

  • Participates in interviews, makes recommendations for hiring; provides input on staff performance including acknowledgements and disciplinary actions. 

  • Responds and resolves complaints and conflicts as they arise, seeking manager assistance if needed. 

  • Performs functions related to various programs, including: interviewing; gathering, reviewing, and applying correct mathematical calculations using financial data; assessing needs; determining program eligibility; applying rules and regulations for multiple programs; collecting paternity specimens; preparing legal documents; establishing and enforcing orders utilizing administrative and judicial processes; maintaining contact with participants; entering required information into computer systems; calculating and authorizing benefit amounts, grants, retroactive payments, and eligibility periods; maintaining filing systems; taking action to approve, modify, deny, or terminate eligibility; presenting information and testifying in court; assessing, calculating, and initiating recoveries; investigating and pursuing fraud; developing plans with participants for self-sufficiency; and routinely collaborating with other agencies. 

  • Plans, organizes, coordinates, and conducts workshops and individual training sessions for clients.

  • Maintains accurate case information in computer system and utilizes system and information to efficiently perform job functions. 

  • Prepares routine and non-routine reports utilizing a variety of software; receives sorts, and summarizes material for the preparation of reports; receives and reviews reports; makes corrections; prints various reports; relays and interprets administrative decisions, policies, and instruction.

  • Interprets and evaluates data to determine appropriate action. 

  • Prepares documents for administrative and judicial fraud prosecution.

  • Pursues a variety of traditional and non-traditional sources to locate non-custodial parents. 

  • Calculates and reconciles ledger balances.

  • Organizes and maintains various filing systems.

  • Composes correspondence and court documents; answers inquiries; explains policies and procedures; arranges appointments and hearings; processes routine and non-routine matters in a professional manner.

  • Identifies potential problems and proposes solutions, and works with supervisors as appropriate to resolve. 

  • Communicates with a variety of information to the community, various agencies, divisions, or departments in person, telephone, mail, electronically, or via FAX.

IMPORTANT JOB FUNCTIONS:

  • Consults with supervisor, co-workers, and the state to resolve system problems and policy clarification. 

  • Keeps supervisor apprised of potential problems and difficulties performing job duties. 

  • Upgrades professional knowledge, skills, and development by attending seminars and training programs and applying information provided by the county and state.  Information and knowledge are shared with co-workers. 

  • May serve as backup for other positions within the department. 

  • Performs other duties as assigned.
